General

Aspects

Information and communication technologies (ICT) have emerged as resources to support didactic innovation. That is why the Academic Vice-Rectory and the Leading Team in Information and Communication Technologies (ELTIC) of University Industrial de Santander recognize the effort, dedication and creativity that the professors of the University invest in the development of strategies associated with the incorporation of ICT in actions and didactic resources.

In this perspective, this call responds to the Policy of support for training through Information and Communication Technologies (Superior Agreement No. 051 of 2009) and complementary regulations. The Policy defines the guiding principles of support for training through the use of ICT and considers the appropriation and appropriate use of technologies as a generator of possibilities to enrich teaching and learning processes.

Accordingly, this call seeks to support the initiatives of professors of the Industrial University of Santander who, within the framework of their teaching activities, require financial, logistical and pedagogical support for the development and implementation of didactic proposals in which they make use of ICT. In addition, taking into account the variety of pedagogical strategies, technical and technological resources, as well as the diversity of classroom needs and problems, this call stimulates the creation of more flexible learning scenarios.

In the previous framework, the didactic innovation strategies that can be supported through this call include, but are not limited to:

  • Digital resources to support student learning (Examples: wikis, instructional videos, digital books, audiovisual material).

  • Courses, workshops or online classes.
  • Flipped teaching, blended learning or similar strategies that are implemented through the use of ICT.
  • Technological tools to support and extend the classroom for remote attendance (apps, virtual laboratories, simulators).
  • Strategies that involve the use of teaching and learning tools, licensed by the UIS Library, or other tools contained in the portfolio of services of this unit.
  • Incorporation of specialized software tools into the teaching and learning process.
  • International collaborative learning activities mediated by technological platforms, within the framework of curriculum internationalization initiatives.

Objective

Stimulate the development and implementation of didactic innovation initiatives that involve the use of ICT tools to improve teaching and learning processes in undergraduate training at UIS.

Stimuli

The stimulus available for each proposal is up to $9,320,000 and includes three possible items: student aids, professional fees and computer equipment.

In addition, the staff professors will receive a total of two (2) PAD for the execution of the proposal, during a single academic semester. The recognition in PAD does not imply discharge in the direction of subjects; That is, this recognition does not exempt the teacher from compliance with the minimums established in the institutional regulations for the direction of subjects.

REQUIREMENTS OF THE

call

  • Being a professor at UIS ( tenured professor, adjunct professor or tutor)
  • Having an active virtual classroom in Moodle with content, resources, activities, performance tasks and enrolled students.
  • The target population should be UIS students and the context of the experience should be Higher Education at Universidad Industrial de Santander.
  • Not having commitments in arrears of other ICT Calls developed by the Academic Vice Rector’s Office.
  • Include in the proposal the names of all participants and the type of affiliation with the University, e.g.: Name,(xxxxx xxxxx)-Professor Universidad Industrial de Santander / Nombre: (xxxxx xxxxx) – Student Assistant.
  • The proposal will be implemented during the 2023 calendar year.
  • Following the instructions for the presentation of the proposal contained in Appendices 1 and 2.
  • It is necessary to certify that at least one (1) of the professors presenting the proposal has taken the course “Modelo Pedagógico UIS21-Reconociéndonos”, offered by CEDEDEDUIS**.
  • The team members must verify that none of the team members are simultaneously applying in other ICT 2023 portfolio calls for proposals.

*Includes tenured professors, adjunct professors at Regional Campuses, special professors, temporary professors and adjunct professors for the common cycle. **Formative experience that aims to generate a process of institutional reflection on the transformation that the UIS21 Pedagogical Model brings about in the approach to the teaching function.   • Non-compliance with requirements.

  • Budgets whose cost scheme exceeds the expected limit values

  • Applicants who present false or adulterated documents or incur in falsification of information.

  • Applicants subject to incapacity, incompatibility or prohibition to receive the stimuli of the call in accordance with the Political Constitution, the law and the regulations in force of Universidad Industrial de Santander.

NOTE: In all the aforementioned causes, the ICT Leadership Team of the Academic Vice-Rector’s Office reserves the right to exclude applicants from the process, without prejudice to the legal actions that the University may establish.

INTELLECTUAL

With the participation in the call, the postulating professors recognize and accept that by producing the content that is going to be disseminated through digital media, the intellectual property rights of third parties are not violated; and, if necessary, provide the authorizations and / or assignments, where appropriate, of the economic rights of the developments or products obtained in favor of the University.

In any case, the applicant professors assume the commitment to hold the UIS harmless for claims by third parties associated with copyright ownership of the products derived from this call.

Without prejudice to the moral rights, which will always be recognized to the authors, the ownership of the economic rights derived from the creations object of this call will belong to the UIS, by virtue of the provisions of the laws on intellectual property, and by articles 11 and 12 of the Agreement of the Superior Council No. 093 of 2010 – Intellectual Property Regulations.

Consequently, as the UIS is the owner of the economic rights of the products derived from this call, it reserves the right to use, reproduce, adapt, publicly communicate, arrange or any other transformation of the products obtained, and in general all the prerogatives provided for in the legal system.

The Innova-TIC 2023 call begins with the submission of proposals, through which teachers will make explicit the citizen, generic or specific competences that they seek to develop in students.

The proposals will have a technical component and a budgetary component, described in the Annex 1 y Annex 2, respectively.

Obtaining the endorsement of the proposals. 

In order to receive comments on academic aspects (the correspondence of the proposal against the Educational Project of the Program and the UIS21 Pedagogical Model) and on the aspects requested in this call, the proposal must be presented to the School Director or program coordinator in the case of IPRED. This meeting will result in an endorsement by the School Director or Program Coordinator in the IPRED, which must be completed in the format provided in the Annex 3.

Finally, the professor will send the proposal to the Academic Vice-Rectory as established in annexes 1, 2 and 3, via Form, for which you must have previously completed the aforementioned annexes.

REQUIREMENTS

The proposals submitted within the deadline will be reviewed in compliance with the requirements and in their technical and budgetary component by an evaluation panel made up of ELTIC members. This verification will take place before the correction period, and aims to identify technical and budgetary difficulties for the execution of the proposal, considering the capacities and institutional resources foreseen for this call.

Correction is understood as the process of making suggested adjustments during the period of verification of requirements, both to the technical component and to the budgetary component, whether of a formal or conceptual nature.

At the end of this review, the results of the requirements verification will be published, specifying the proposals that meet, the proposals that need to be adjusted and the excluded proposals. The adjusted proposal will be sent, before the end of the correction period, to the Academic Vice-Rector’s Office in accordance with the instructions sent.

Once the final verification of requirements has been completed, the final results of this period will be published.

EVALUATION OF

proposals

The evaluation panel will assign a score to each proposal according to the criteria established in Table 1. The results of the selection and the corresponding scores will be published on the dates established in the call schedule. Each criterion will be evaluated on a scale of 0 to 3. The final score of the evaluation will correspond to the weighting established in Table 1.

Description of the relationship with the UIS21 Pedagogical Model

The potential impact is evaluated according to three criteria: coverage of the beneficiary population, reusability of the resource or strategy, and integration with the virtual classroom of institutional learning.

The final products refer to the results that serve as evidence of the development of the proposal. The deliverables are commitments assumed by the proposer and that will be verified in the closing stage. (For examples of deliverables, see paragraph 6 of annex 1).

Innovation in teaching praxis seeks to evaluate the innovative nature of the didactic strategy.

Budgetary relevance takes into account the coherence between the resources requested through the budget component, with the final outputs and the planning of the proposal. Additionally, compliance with the instructions stipulated for the budget will be verified: items, maximum amounts, format, among others.

The inclusive education approach takes into account the incorporation of elements that promote this perspective at the Industrial University of Santander. This component includes universal design criteria for learning; For example: use of subtitles in audiovisual material, dubbing into Colombian sign language, adaptations for visual limitations and any type of didactic support aimed at prioritized populations. The assessment of this component takes into account the provisions of the Inclusive Education Policy of the Industrial University of Santander (Agreement of the Superior Council No. 32 of 2019) and the impact on the curricular dimension that was established in this policy.

The description of the relationship with the UIS21 Pedagogical Model considers the linkage in the proposal of the following aspects established in the MPUIS21:

  1. Focused on learning and the subject who learns.

  2. Oriented to training for innovation.

  3. Assisted by the use of information and communication technologies.

  4. Materialized in the imprint of the common traits of the graduates.

  5. Deployed in the macro, meso and micro-curricular areas.


Additional Stimuli to Scoring

The applicant teams that meet, totally or partially, with the following specifications, will be entitled to incentives in the score, as follows:

  • Promote Collective Work: Proposals that include two or more professors in any form of linkage, as proponents, will receive up to 3 tenths additional to the weighted score.

  • Encourage the use of simulation tools: Proposals that contemplate the incorporation of simulation tools will receive up to 3 tenths additional to the weighted score.

  • Encourage participation for the first time: Up to 3 tenths will be assigned to teams in which the members present themselves for the first time to the Innova-TIC call.


Selection of Winning Proposals

For a proposal to be considered within the list of winners, it must obtain at least 80% of the maximum possible score. The four (4) proposals that have achieved the highest scores will be declared winners.

The authors of those proposals selected as winners will be contacted by the Academic Vice-Rectory for the signing of the act of initiation of the development of the proposal.

Note: The cases of a tie will be settled by comparing the score obtained in the individual indicators, ordered according to weighting. (See Annex 4 -Evaluation guide for Innova-ICT proposals-). If the tie persists, the final winner will be selected randomly through the use of a computer tool.

PROPOSAL

For the allocation of resources, the proponents will sign a initiation act where the commitments and outputs will be recorded, as well as the start and end dates. The selected proposals can be executed until November 30, 2023.

PROPOSAL

closure

.

The closure of the execution will take place when the fulfillment of the commitments is verified and the deliverables recorded in the initiation act are completed. The verification of all products will have a maximum period of one month after the scheduled completion date.

In addition to the delivery of the products, the applicant must:

  1. Incorporate the products in the respective Virtual Classroom.

  2. Deliver the certificate of participation in the course “University Policies: Pedagogical Model UIS21 – Recognizing us” offered by CEDEDUIS for each professor participating in the proposal.

  3. Disclose in the respective Academic Unit the result of the implementation of the proposal, and attach minutes of faculty, school council, program council, or faculty as the case may be.

  4. Present the result of the proposal at an event programmed by ELTIC.

  5. Deliver a report containing lessons learned, recommendations and observations on the work done.

  6. Authors must explicitly include their affiliation with the Universidad Industrial de Santander in all resulting products.

It is important to remind participants that as the Universidad Industrial de Santander is a public institution, subject to surveillance by state control bodies, unjustified non-compliance with the commitments acquired within the framework of this call may result in the respective sanctions depending on the type of link with the University.
