Introduction to the

Call

This call is aligned with the Policy for Supporting Education through Information and Communication Technologies (Superior Agreement No. 051 of 2009) and its complementary regulations. This Policy defines the guiding principles for supporting education through the use of ICT and emphasizes the proper appropriation and use of technologies for the creation and use of digital content that facilitates the achievement of educational goals across academic programs.

In this context, the University has selected the Moodle platform as its official institutional online learning environment. Moodle serves as a support tool for deploying didactic strategies in teaching and learning processes, ensuring technical support and qualified human talent to attend to proposals generated by academic and administrative units throughout the University.

At UIS, we understand a Virtual Learning Object (OVA) as any digital material that is meaningfully structured and designed to support teaching, learning, and assessment processes (Parra, 2011; Tovar, Bohórquez & Puello, 2014). An OVA is characterized by being:

  • Multimedia (integrates various audio and visual resources),

  • Interoperable (compatible with multiple platforms),

  • Accessible (identified through metadata),

  • Updatable,
    and above all, it must have a pedagogical purpose, that is, a clear learning objective.

Therefore, this call focuses on the development of OVAs to complement the virtual learning spaces (classrooms) on Moodle currently used by faculty across all academic programs of the University.

Incentives of the

Call

Each faculty member responsible for a winning proposal in the call will receive the following incentives:

COP $7,300,000, allocated through the hiring of a team of professionals who will support the production of the Virtual Learning Object (OVA), including:

  • A graphic and audiovisual designer specialized in Virtual Learning Objects

  • A pedagogical advisor to support the construction of the OVA’s instructional design

  • A style editor and Colombian Sign Language (LSC) interpreter

  • COP $2,800,000, allocated for the time dedicated to fulfilling the commitments undertaken. The faculty member may choose one (1) of the following options for its use:

    Option 1:

    • Student assistantship hours to support teaching-related activities

    • Peripheral equipment for computers or laptops
      (For tenured professors, these items will be registered under the professor’s name in the institutional inventory)

    • Option 2:

      • Financial compensation (available only for adjunct professors or tutors), to be processed as professional service fees.

      In addition, each tenured professor responsible for a winning proposal will receive two (2) PAD credits (per proposal) to be recorded as part of their academic activities during one academic semester.

      Note: The PAD recognition does not imply a reduction in teaching responsibilities. That is, it does not exempt the professor from fulfilling the minimum teaching load established by institutional regulations.

Requirements of the

call

 

    • Be a UIS professor (tenured*, adjunct, or tutor).

    • Have taught or be currently teaching the academic activity to be addressed by the proposal.

    • Ensure that the proposed OVA is aimed at improving the teaching and learning processes of UIS undergraduate students.

 

    • Have no outstanding obligations from previous ICT Calls developed by the Academic Vice-Rectory.

* Includes tenured professors, as well as temporary faculty at regional campuses, special appointments, short-term contracts, and common core cycle instructors.

PREPARATION AND SUBMISSION

The faculty member must prepare an individual proposal for the Design and Development of a Virtual Learning Object (OVA), in accordance with the guidelines provided in Annex 1: “Proposal Submission Template.”

Obtaining Proposal Endorsement

In order to receive feedback on academic aspects related to the alignment of the proposal with the UIS21 Pedagogical Model, and the Program’s Educational Project (PEP), as well as compliance with the requirements outlined in this call, the proposal must be submitted to the School Director – or to the Program Coordinator in the case of IPRED – who will issue a favorable or unfavorable recommendation for its implementation. This endorsement must be recorded using the form provided in Annex 3 before the deadline specified in the schedule, for which the required annexes must be duly completed in advance.

 

REVIEW AND SELECTION

Proposals will be evaluated by ELTIC (the Institutional Team for ICT in Education), first for compliance with the requirements of the call, and second, according to the evaluation criteria established in Annex 2.

The description of the proposal’s alignment with the UIS21 Pedagogical Model

The proposal must address the integration of the following aspects established in the UIS213 Pedagogical Model:

  • Learner-centered approach, focusing on the student as the active subject in the learning process.

  • Oriented toward training for innovation, encouraging creativity and problem-solving.

  • Supported by the use of Information and Communication Technologies (ICT) as mediators of the educational process.

  • Reflected in the distinctive traits of UIS graduates, aligned with institutional values and competencies.

  • Deployed across macro-, meso-, and micro-curricular levels, ensuring coherence throughout the academic structure.

The ELTIC will publish preliminary results including requests for adjustments (if deemed necessary). After the submission of a revised version incorporating the requested changes, a final evaluation will be conducted, and the winning proposals, along with their percentage scores, will be published.

To be considered among the winning proposals, a submission must obtain at least 80% of the maximum possible score. The two (2) proposals with the highest scores will be declared winners.

The authors of the selected proposals will be contacted by the Academic Vice-Rectory to sign the agreement initiating the development process.

Note: In the event of a tie, the final decision will be based on a comparison of the individual evaluation indicators, ranked according to their respective weighting (See Annex 2). In the event that the tie persists, the final winner will be selected randomly using a digital tool.

The list of winning proposals will be published through institutional communication channels and notified directly to the corresponding professors or tutors.

Proposal Development

For this phase, it is important to keep the following points in mind:

  • The selected professor must dedicate a minimum of fifty (50) hours to the development of the approved OVA. These hours include independent work time, pedagogical advisory meetings, and meetings for partial and final submissions of the OVA, among others.

  • The winning professor commits to addressing suggestions and adjustments made during the process to ensure the final product meets the quality standards and expectations set by the University.

  • The professor will receive support from the team of professionals assigned by the Academic Vice-Rectory for the development of the corresponding digital educational resource. The professor must uphold ethical standards in handling content and information presented in the OVA, respecting intellectual property rights through proper citation and referencing.

  • The professor will be responsible for designing and developing the OVA’s learning activities, supported by the pedagogical advisor assigned by the call. In this sense, the professor must define the competency(ies) the student is expected to develop while interacting with the OVA. The OVA must also include:

    • One final summative assessment (up to 10 questions), and

    • One formative assessment per topic (up to 5 questions per topic).

  • The support provided by the assigned team includes the incorporation of subtitles and Colombian Sign Language (LSC) interpretation in the videos developed for the OVA, with the purpose of facilitating access to the resource and promoting inclusive education.

  • The professor must submit the Final Report on the Development and Implementation of the OVA, using the established format.

 

DELIVERY OF PRODUCTS AND FULFILLMENT OF COMMITMENTS

At the end of the development phase, the professor must:

  • Integrate the OVA into the corresponding Virtual Classroom.

  • Implement the OVA within a maximum period of one academic semester after its delivery, with students enrolled in the targeted academic activity.

  • Submit the “Final Report on the Development and Implementation of the OVA”, which must include reflections and observations on the work carried out, following the official format established by the call.

  • Submit the “OVA Final Submission and Dissemination Letter.”

  • Provide the certificate of participation in the course “University Policies: UIS21 Pedagogical Model – Recognizing Ourselves” offered by CEDEDUIS.

  • Disseminate the results of the OVA development and implementation within the corresponding Academic Unit, and attach the meeting minutes from the faculty council, school council, program council, or faculty council, as applicable. This activity must include the presence of at least two members of ELTIC.

  • Present the outcomes of the OVA proposal’s development and implementation during an event organized by ELTIC.

  • Explicitly include their affiliation with the Universidad Industrial de Santander in all resulting products.

To officially close their participation in the call, a final verification of the OVA and compliance with the acquired commitments will be carried out, according to the schedule.

Important: Participants are reminded that, as the Universidad Industrial de Santander is a public institution subject to oversight by government control entities, failure to comply with the commitments derived from this call may result in the application of the Single Disciplinary Code.


* This is a training experience aimed at promoting institutional reflection on how the UIS21 Pedagogical Model transforms the teaching function. It is offered in a virtual, self-directed format, with a duration of 20 hours. For more information, you may contact ceded@uis.edu.co.

Intellectual

Property

By submitting the proposal, the applying professor guarantees the originality of the OVA content and also ensures that no third-party intellectual property rights have been infringed. If applicable, the professor must provide the necessary authorizations to demonstrate that no such infringement has occurred.

Without prejudice to moral rights, which will always be recognized to the authors, the ownership of the economic rights arising from the creations developed under this call will remain with the Universidad Industrial de Santander, in accordance with the applicable intellectual property laws and as established in Articles 11 and 12 of Superior Council Agreement No. 093 of 2010 – UIS Intellectual Property Regulations.
