Introduction
This call responds to the Policy of support to training through Information and Communication Technologies (Superior Agreement No. 051 of 2009) and complementary regulations. The Policy defines the guiding principles for supporting training through the use of ICT and considers the appropriation and appropriate use of technologies as a generator of great possibilities to enrich the teaching and learning processes.
In this context, the University selected the Moodle platform as the institutional scenario for online meetings, to support didactic strategies in the training processes, in addition to guaranteeing technical support and trained human talent to meet the proposals generated in each of the academic and administrative units of the University.
At the University, we understand that a Virtual Learning Object is a (OVA) is any digital material structured in a meaningful way, which is intended to support teaching, learning and evaluation processes (Parra, 2011; Tovar, Bohórquez & Puello, 2014). These resources are characterized by being: multimedia (integrates different auditory and visual resources); interoperable (compatible with multiple platforms); accessible (identified by metadata); updatable and, above all, it must have a pedagogical intentionality, i.e., a learning purpose.
Therefore, this call for proposals focuses on the OVA development to complement the virtual spaces (classrooms) in Moodle that are in use by the professors of all the academic programs of the University.important

Objective
The objective of this call is to contribute to the strengthening of the University’s virtual classrooms that support the teaching, learning and evaluation processes, through the design, development and implementation of OVA.

Stimuli
Each teacher responsible for the winning proposal of the call will receive the following incentives:
$ 6,390,000 = through the hiring of the team of professionals that will accompany him in the production of the OVA (Professional Graphic and Audiovisual Designer of Virtual Learning Objects, Professional Pedagogical Advisor to accompany the construction of the instructional design of the OVA, professional Style Reviewer and LSC Interpreter- Colombian Sign Language).
$2,500,000= for the time devoted to the development of the commitments acquired, which the teacher will choose how to execute according to one (1) of the following options.
Option 1:
Hours of student assistants to support the teaching work.
Peripheral equipment for computers or laptops (For plant teachers, these items enter in the name of each teacher in the institutional inventory)
Option 2:
Economic recognition (available only for professor or tutor, to be executed as professional fees).
Each professor responsible for the winning proposals of the call will receive two (2) PAD (per proposal) to register in their academic activity during an academic semester. The recognition in PAD does not imply discharge in the direction of subjects, that is, this recognition does not exempt the teacher from compliance with the minimums established in the institutional regulations for the direction of subjects.

- Being professor UIS (Tenured professor, adjunct professor, or tutor).
- Haber orientado o estar orientando la asignatura que se pretende intervenir.
- Having an active virtual classroom in Moodle with content, resources, activities, performance tasks and enrolled students.
- OVA is oriented to improve teaching and learning processes of UIS undergraduate students.
* It includes career teachers, occasional teachers from regional, special, temporary and occasional teachers of common cycle.
Not having commitments in arrears of other ICT Calls developed by the Academic Vice-Rectory.
Not having applied to other calls of the ICT 2023 portfolio.
Authors must explicitly include their type of link to the Industrial University of Santander in the proposal, e.g. Name (xxxxx xxxxx)-Professor Industrial University of Santander.
Complying with the instructions for the presentation of the proposal contained in the Annexes to the TDR of the call.

PREPARATION AND
delivery

The teacher must prepare an individual proposal for the Design and Development of an OVA, in accordance with the provisions of Annex 1 “Template for the presentation of proposals”.
Obtaining endorsement of proposals
In order to receive comments on academic aspects (the proposal against the Educational Project of the Program and the UIS21 Pedagogical Model), and on the aspects requested in this call, the proposal must be presented to the School Director or program coordinator in the case of IPRED. This meeting will result in an endorsement by the School Director or Program Coordinator in the IPRED, which must be delivered in the format provided in Annex 3.
Finally, the professor will send the proposal to the Academic Vice-Rectory as established in annexes 1 and 3, to the politica.tic@uis.edu.co email with copies to academicaprofesores@uis.edu.co and to the ICT liaison professor of the corresponding Faculty or Institute.
STUDY AND
selection

The proposals will be evaluated by ELTIC, firstly, in their compliance with the requirements of the call and, secondly, following the criteria established in Annex 2.
The description of the relationship with the UIS21 Pedagogical Model considers the linkage in the proposal of the following aspects established in the MPUIS21:
Focused on learning and the subject who learns.
Oriented to training for innovation.
Assisted by the use of information and communication technologies.
Materialized in the imprint of the common traits of the graduates.
Deployed in the macro, meso and micro-curricular areas.
ELTIC will publish preliminary results with requests for adjustments (if deemed necessary) and after a second delivery with the requested adjustments, the final evaluation will be made and the winning proposals will be published with their respective percentage score.
For a proposal to be considered within the list of winners, it must obtain at least 80% of the maximum possible score. The four (4) proposals that have achieved the highest scores will be declared winners.
Additional incentives to the score will be granted for proposals that meet, totally or partially, with the following specifications, as follows:
Participation in the course “University policies: Pedagogical model UIS21 – Recognizing us” offered by CEDEDUIS. Up to 3 tenths will be assigned and refers to whether the teachers of the proposal have a certificate of the course, if they are developing it or if they are enrolled, being the best possible scenario that they have the certificate.
Encourage participation for the first time: Up to 3 tenths will be allocated to proposals where the teacher presents himself for the first time to the OVA-TIC call.
The authors of those proposals selected as winners will be contacted by the Academic Vice-Rectory for the signing of the act of initiation of the development of the proposal. Note: The cases of a tie will be settled by comparing the score obtained in the individual indicators, ordered according to weighting. (See Annex 2). If the tie persists, the final winner will be selected randomly through the use of a computer tool.
The list of winning proposals will be published in institutional media and notified to teachers or tutors.
DEVELOPMENT OF
proposal

For this stage it is important to keep in mind the following:
The selected teacher must allocate a total of fifty (50) hours, at least, to build the approved OVA. These hours include independent work time, meeting for pedagogical advice, meeting of partial and final deliveries of the OVA, among others.
It will have the support of the human team provided by the Academic Vice-Rectory for the development of the respective digital educational resource. Thewinning professor acquires the commitment to attend the suggestions and adjustments that are raised to achieve the final product, in correspondence with the desired characteristics by the University.
For content management, the application of skills related to the use of information is of vital importance. Here the issue of copyright becomes relevant; aspect that requires the correct citation and referencing as appropriate.
The teacher will carry out the design and development of activities of the OVA, supported by the pedagogical advisor. In this sense, the teacher will establish the competence or competencies that the student will address when interacting with the OVA; It will also include a final assessment activity (up to 10 questions) and a formative assessment activity per topic (up to 5 questions per topic).
In order to promote inclusive education, the animated videos of the OVA to be developed will include subtitles and interpretation in Colombian sign language LSC, among other features that seek to facilitate access to the elaborated resource. These elements will be part of the support provided by the human team provided by the call.
PRODUCT DELIVERY AND
commitments

Atthe end of the developmental stage the teacher must:
Incorporate the OVA in the respective Virtual Classroom. .
Implement the OVA within a maximum period of one semester after its delivery, with students enrolled in the subject intervened, and deliver a “Report of lessons learned and recommendations” that describes the observations on the work done.
Deliver the certificate of participation in the course “University Policies: Pedagogical Model UIS21 – Recognizing Us” offered by CEDEDUIS.*
Disclose in the respective Academic Unit the result of the implementation of the proposal, and attach minutes of faculty, school council, program council, or faculty as the case may be.
Socialize the result of the implementation of the proposal in a day programmed by the ELTIC.
Authors must explicitly include their affiliation with Universidad Industrial de Santander in all resulting products.
It is important to remind participants that as Universidad Industrial de Santander is a public institution subject to supervision by state control bodies, failure to comply with the commitments arising from the execution of this call may give rise to the application of the Single Disciplinary Code.
* Formative experience that aims to generate a process of institutional reflection regarding the transformation that the UIS21 Pedagogical Model provokes in the approach to the teaching function. GENERAL
Results
The authors of those experiences selected for support will be contacted by the Academic Vice-Rectory for the signing of the initiation act.
INTELLECTUAL
Property
With the presentation of the proposal, the professor who applies guarantees the originality of the content of the OVA; It also guarantees that no intellectual property rights of third parties were infringed, and if relevant, provides the necessary authorizations to demonstrate that such infringement does not occur.
Without prejudice to the moral rights, which will always be recognized to the authors, the ownership of the economic rights derived from the creations object of this call will belong to the Industrial University of Santander, by virtue of the provisions of the laws on intellectual property and the provisions of articles 11 and 12 of the Agreement of the Superior Council No. 093 of 2010 – Intellectual Property Regulations.
